Carrier Atlas lists the mobile networks in the OCS coverage configuration and the status written by a 15-minute probe. It is not a licensed live-telemetry feed, and it does not claim 196 countries or 450 operators.

What you can ask
Country catalog
GET /v1/atlas/coverage?country=JP returns the operators configured for that country, with the latest probe status.
One network
GET /v1/atlas/mno/{mcc}/{mnc} returns the operator row and the probe samples from the last 24 hours.
Fifteen-minute refresh
A cron reads OCS location-zone coverage and writes status. A row stays 'unknown' until that probe has run.
Same data in MCP
get_atlas_coverage and get_atlas_network_status call this API. They do not invent a live radio measurement.
No key for a read
Public reads are limited to 100 requests a minute. A verified session raises that limit.
