Read-only composites, HARD_BLOCK on writes
These eight tools only read the fleet. Destructive OCS changes go through carrier_ask, which stops on HARD_BLOCK until a confirm token is supplied.

Authenticated calls are audit-logged
Cloudflare Analytics Engine records every authenticated composite call — route, status, latency, and caller. The public share page has no principal, so it is not an audit row.
